Asbestos testing and surveys

Before you open a wall, find out what is in it. A sample from the ceiling, floor or wall goes to a lab, and a short report names the materials that contain asbestos, shows where they are and gives amounts. Washington asks owners to arrange an inspection before work that may disturb asbestos, and contractors should see the report before they bid.

Popcorn ceiling removal

The 1960s and 1970s make up about 31% of Shoreline homes, and sprayed ceiling texture belongs near the top of the list for houses of those years. A chip goes to the lab. When it is positive, the room is sealed, the texture is soaked and scraped into bags, and the ceiling is left ready for whatever finish comes next.

Floor tile and sheet vinyl

Nearly one Shoreline home in four went up in the 1950s, and floors from those years may hold vinyl tile and black adhesive, sometimes under newer flooring. A tile lifted whole is a hard, nonfriable material, so the agency asks for no notice. Every layer is tested first, and nothing gets sanded or ground.

Siding and roofing

Gray cement shingles show up on some mid-century houses, occasionally over the original wood. Samples come first, and the shingles are wetted down and removed whole. The agency puts cement asbestos siding in the crumbly category, with a notice above its size limit, and asbestos roofing in the hard category, with none. A single house can have both.

Pre-demolition abatement

Shoreline requires a demolition permit for each structure over 200 square feet. At permit issuance, the city wants proof that the Puget Sound Clean Air Agency was notified. It does not want the asbestos survey itself. We take care of the survey, the notice and the removal, and demolition follows once the 10-day wait is over.

Owning rental property in Shoreline means no resident-owner exceptions. About one household in three rents, and just over a quarter of homes are in buildings of five units or more. An accredited inspector surveys, and certified workers remove. Call us for more details.

Asbestos testing and removal costs

More than 6 in every 10 Shoreline homes were built before 1980, making asbestos a common issue in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Shoreline, Lake Forest Park and Edmonds. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Asbestos testing and surveys

  • Testing a few materials, up to about 4 samples$300 – $600+
  • Asbestos survey before a remodel, one house$400 – $1,000+
  • Asbestos survey before tearing down a house$800 – $2,000+
  • Survey of a small commercial or apartment building$1,500 – $4,000+
What is included

Samples come from the parts of the house you plan to open. The lab report then lists each material, where it sits and how much of it there is. Before a teardown, the inspector covers the whole structure.

Our process

01

Samples first

Sampling comes first. Whatever your project will disturb goes to the lab, and you get a list of positives with rooms and amounts. People handling the material see a summary.

02

Notices in order

Jobs under 48 square feet of crumbly material need no notice. Any demolition with more than 120 square feet of roof needs one, and L&I wants a notice for larger jobs. Your survey shows which apply.

03

Closed off and wet

A sealed, signed work area keeps dust in. Material is wetted before it moves and bagged daily. Certified workers under a certified supervisor do the work, except when an owner does it in their own single-family home.

04

Hauled to an approved site

Asbestos waste is not regular garbage. It travels to a site the agency has approved, and the right choice depends on where the waste comes from, as the last question below explains.

Shoreline homes and asbestos

Close to two-thirds of Shoreline homes, about 65 in every 100, were built before 1980. The 1950s were the biggest decade at nearly one home in four. The 1960s and 1970s together make up about 31% of homes, and 12% date from before 1950. That is a lot of houses old enough to be worth a test before a remodel.

A build year narrows the search, but only a lab can say what a given ceiling contains.

For a teardown, Shoreline’s demolition permit checklist asks for confirmation that the Puget Sound Clean Air Agency has been notified, and it says no asbestos reports go to the city. The confirmation is due when the permit is issued, not when you apply.

Frequently asked questions

Can I do the asbestos work myself in Shoreline?

Only owners who live in a single-family house may do their own work, and only if they follow the wet-work and disposal rules. Landlords, tenants, condo owners and duplex owners are required to hire a certified contractor. The agency recommends hiring one anyway.

Does Shoreline get a copy of my asbestos survey?

Not for a demolition permit. The city only needs confirmation that the Clean Air Agency has been notified. The agency still requires the survey before demolition, and contractors should see the survey before they bid.

What does Shoreline need for a demolition permit?

A permit for each structure over 200 square feet. The checklist lists proof of the Clean Air Agency notice among the items due at issuance. Look at the city’s current checklist before you pick your dates.

What goes into the price?

The material, the amount, the access, the protection and the haul all set the price.

Where does Shoreline asbestos waste go?

Waste from Shoreline leaves the city. Cedar Hills Landfill in Maple Valley and Republic Services in Seattle are on the agency’s list, the first by appointment on Tuesdays and Fridays, the second for loads from any jurisdiction. Snohomish County, next door, has no authorized site. Phone a site first about paperwork and fees.
